Kui tolliterritooriumile toimetatud kauba valdaja ei suuda ettenägematu olukorra tõttu toimetada kaupa tolli poolt ettenähtud või aktsepteeritud kohta või hoida kaupa selles kohas, on ta kohustatud sellest esimesel võimalusel tollile teatama.
