PHARE
European Union initiative which provides grant finance to support its partner countries in central Europe to the stage where they are ready to assume the obligations of European Union membership. Established 14 July 1989, as "Poland and
Hungary Action for Restructuring of the Economy", Phare was extended in 1990 to include other countries of Central and Eastern Europe. Aims: to assist these states on the path to democracy, to reconstruct their economy towards a
market-oriented system. Partner countries are: Albania, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia., aasta novembrist pärinevale otsusele liideti PHARE programm mitmeaastase strateegilise programmiga, mis on seotud Euroopa lepingute ja teiste abimeetmetega.
