Established 14 July 1989, as "Poland and Hungary Action for Restructuring of the Economy", Phare was extended in 1990 to include other countries of Central and Eastern Europe. Aims: to assist these states on the path to democracy, to reconstruct their economy towards a market-oriented system. Partner countries are: Albania, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia., aasta novembrist pärinevale otsusele liideti PHARE programm mitmeaastase strateegilise programmiga, mis on seotud Euroopa lepingute ja teiste abimeetmetega.
