Ühise välis- ja julgeolekupoliitika raames väljendatava ühise seisukoha eesmärk on muuta koostöö süstemaatilisemaks ja tõhustada selle kooskõlastamist. Liikmesriikidelt nõutakse nõukogu istungil ühehäälselt vastuvõetud seisukohtade järgmist ja kaitsmist.

Under the co-decision (Art.189b of the EC Treaty) and cooperation procedures (Art. 189c of the EC Treaty), the Council of Ministers has to discuss a proposal, taking into account any amendments made by the European Parliament at first reading, and reach a provisional agreement, known as a common position, on it. It then notifies the European Parliament of its views: the Parliament then considers the Council's common position.

3. Common line proposals The information exchange or face-to-face consultations (see the Protocol to the Arrangement) may lead to a common line. A proposal for a common line shall be sent to all Participants, all DAC contact points and the secretariat.
