PGS-s jutuks olev järelevalve (kui jätta kõrvale füüsiline järelevalve e 'supervision' õpilaste üle, nt § 38 lg 1 jt) on eelkõige haldusjärelevalve (v.a erakoolide puhul, kelle suhtes seda tehakse riikliku järelevalvena) ning sellisena seaduses ka kirjeldatud. 'Järelevalveasutus' on § 84 lg 1 kohaselt HTM, keda siis võikski lühendatult nimetada 'oversight authority'.
