  • Every worker of the European Community shall have a right to adequate social protection and shall, whatever his status and whatever the size of the undertaking in which he is employed, enjoy an adequate level of social security benefits, according to the arrangements applying in each country. Persons who have been unable either to enter or re-enter the labour market and have no means of subsistence must be able to receive sufficient resources and social assistance in keeping with their particular situation.

  • 1. Mida suurem osa sotsiaalkaitse vajadusest kaetakse sihipäraste toetustega, seda väiksem on vajadus toimetulekutoetuse järele. Olenevalt kriteeriumist läheb sotsiaalkaitseks ressursse vaja võrreldes riigieelarvest käesoleval ajal eraldatud tasemega 60%-st (madalate tuludega perede netosissetuleku kindlustamiseks toimetulekupiiri tasemel) kuni 4 korrani (tulude tõstmiseks elatusmiinimumini).
  • 2. Töötu sotsiaalse kaitse seaduse eesmärgiks on tööpuuduse korral riigi tööhõivetalituste vahendusel tööturuteenuste osutamise ja töötu riikliku abiraha maksmise õiguslik reguleerimine.
