1. By Council Regulation (EEC) No 3950/92 of 28 December 1992 establishing an additional levy in the milk and milk products sector(6), an additional levy scheme for the market of milk and milk products was introduced for the purpose of reducing the imbalance between supply and demand on the milk and milk-product market and resulting structural surpluses. This scheme will apply for eight new consecutive periods of 12 months commencing on 1 April 2000.
2. ... provision should be made, with the aim of attaining, as far as possible, equal treatment for producers, for the possibility of collecting the additional levy from producers who exceed their individual reference quantities by a considerable amount, irrespective of whether or not their purchasers' reference quantity has been exceeded.
