The MOU is the foundation document in the HNS planning process. It represents the formal establishment of the overarching principles for provision of HNS between the Strategic Commands (SCs), the Sending Nations (SNs) and the HN. An MOU is an umbrella document providing a framework that establishes the basis for follow-on HNS documents.
In the context of this AJP it is seen as a bilateral arrangement between SC and HN.
