The construction and testing of the cesium fountain clock (NIST-F1 clock) took four years; it was developed by Steve Jefferts and Dawn Meekhof from the Time and Frequency Division of NIST's Physical Measurement Laboratory. There are plans to replace this standard clock with the new NIST-F2 - which is approximately three times more accurate than the NIST-F1 - and to operate it concurrently with the NIST-F1.
