Meetings of the Council of the EMI and voting procedures. The Council of the EMI shall meet at least ten times a year. The proceedings of Council meetings shall be confidential. The Council of the EMI may, acting unanimously, decide to make the outcome of its deliberations public. Each member of the Council of the EMI or his nominee shall have one vote.
