Universaalse postiteenuse moodustavad järgmised riigisisesed ja rahvusvahelised postiteenused: 1) kirisaadetise edastamine liht-, täht- ja väärtsaadetisena kaaluga kuni 2 kilogrammi; 2) postipaki edastamine täht- ja väärtsaadetisena kaaluga kuni 20 kilogrammi.
Rahvusvahelise postiteenuse puhul asub postisaadetise saaja või saatja väljaspool Eestit.
