After final negotiations between the Community and the United States, the final act of the agreement was approved in Geneva on 15 December 1993, and officially signed on 15 April 1994 at the Marrakesh Conference. The conference also adopted a decision on the transition from GATT to the new World Trade Organization (WTO), which came into operation on 1 January 1995 and held its first ministerial session in December 1996. The final act includes an "Agreement on Agriculture" containing some disciplines and controls on agricultural policies, to be applied by all countries, subdivided into three distinct types of measures: internal support, market access and export competition. It also includes an agreement on the application of hygiene and plant health measures, with the aim of helping to reduce the adverse effects on trade of hygiene and plant health barriers.
