Any time-limit prescribed pursuant to these Rules may be extended by whoever prescribed it. The President and the Presidents of Chambers may delegate to the Registrar power of signature for the purpose of fixing time-limits which, pursuant to these Rules, it falls to them to prescribe or of extending such time-limits.
