(1) Riiklik lennundus on avaliku võimu volitusi omava asutuse, isiku või tema nimel avalikes huvides ning riigi kontrolli all toimuv lennundustegevus, sealhulgas riigi sõjalise kaitse, tollijärelevalve, päästesündmuse lahendamise, keskkonnakaitse, politsei ülesande täitmise või muu avaliku korra või riigi julgeoleku tagamisega seotud lennundustegevus, samuti rahvusvahelise organisatsiooni avalikes huvides korraldatud ja tema kontrolli all toimuv lennundustegevus., (1) State aviation means aviation activities of an authority or person having the powers of public authority or aviation activities carried out on their behalf in public interests and under state supervision, including aviation activities related to the performance of the functions of military defence of the state, customs supervision, resolving of a rescue event, environmental protection, the police or other aviation activities related to the guaranteeing of public order or national security, as well as aviation activities organised in the public interests of international organisations and carried out under their supervision., defined within the scope of all Estonian legal instruments, defineeritakse kõikide Eesti õigusaktide ulatuses
