The external Community transit procedure shall apply to goods passing through the territory of a third country only if: (a) provision is made to that effect under an international agreement; or (b) carriage through that country is effected under cover of a single transport document drawn up in the customs territory of the Community; in such case the operation of that procedure shall be suspended in the territory of the third country.
