When the quantities applied for exceed the quantities for which a reduced levy is granted, the Commission shall fix a uniform percentage reduction of the quantities applied for.
In such cases, the licence shall be issued for the quantities resulting from the application of this uniform percentage reduction to the quantities applied for.
