  • 1. Arengukava täitmist arutatakse Tartu Linnavolikogus, Linnavalitsuses ja koostöökogus. Kontrolli linnaeelarve raha kasutamise üle teostab linnavalitsuse rahandusosakond. Linnaeelarvest kaasfinantseerimisega teostatavate projektide täitmise kontrolli kord määratakse projekti partnerite vahelise lepinguga.
  • 2. Sarnaselt EL-i teiste abiprogrammidega eeldab ka SAPARD projektide kaasfinantseerimist. Reeglina annab EL poole rahast, 25% katab avalik sektor (riik või kohalik omavalitsus) ja 25% abisaaja (talunik, ühistu).
