Kaupade klassifitseerimine toimub järgmiste põhimõtete kohaselt. 1. Jaotiste, kaubagruppide ja alamgruppide nimetused on antud suunaval eesmärgil; ametlik klassifitseerimine peab toimuma lähtuvalt rubriikide kirjeldustest ja vastavate jaotiste ja gruppide märkustest ning alljärgnevatest sätetest tingimusel, et need rubriigid või märkused ei näe ette muud.

Kaupade kombineeritud nomenklatuuris on kaubad rühmitatud jaotistesse, mis koosnevad gruppidest
