Despite the priority at present given to services operating in the aforementioned 1.6/2.4 GHz and 1.9/2.1 GHz frequency bands, Member States recognize the possible need to harmonize the use of other satellite frequency bands, in particular those corresponding to 'small LEOs` (non-vocal, non-geostationary satellite mobile-telecommunications systems).
