Except where otherwise decided by the Council acting by a qualified majority on a proposal from the Commission, only grapes belonging to varieties listed in the classification established in accordance with Article 13 as recommended or
authorized wine grape varieties, or products derived therefrom, may be used in the Community for the manufacture of:
-grape must with fermentation arrested by the addition of alcohol,
-concentrated grape must,
-rectified concentrated grape must,
-wine suitable for yielding table wine,
-table wine,
-quality wines psr,
-liqueur wine,
-grape must in fermentation, extracted from raisined grapes.
