Any vessel fitted with mechanical means of propulsion and having a maximum length exceeding 86 m must be built and fitted out in such a way as to be capable of coming to a halt pointing downstream in time, while remaining sufficiently manoeuvrable during and after stopping. This requirement also applies to pushed trains and breasted-up formations with a length exceeding 86 m.
