The supporting documents ... shall comprise:
- the purchase invoice or certified copies thereof; such invoices may not be dated earlier than 1 January 1991,
- the identity of the service responsible for the purchase and inventory numbers of the equipment,
- confirmation that the transmission connections are operational.
