During the manufacture of the concentrated butter, whether or not tracers are added, or during the addition of tracers to the butter, the competent agency shall ensure on-the-spot checks on the basis of the establishment's manufacturing programme as referred to in Article 10 (2) (d) in such a way that each tender, as described in Article 16, is checked at least once.
