For the purpose of promoting their regional cooperation the least-developed acp states shall have a priority claim to the application of the relevant provisions in respect of projects concerning at least one least-developed ACP state, notably where infrastructure projects relating to transport, communications, telecommunications, energy and the development of production are concerned.
