Technointorg' s case is that it gave a proxy to Mr Astakhov, general director of its associated importer in Belgium, East-West Agencies - echnical and Optical Equipment Belgium SA - NV ("EWA") to act on its behalf in the anti-dumping proceedings in question and that the Commission wrongfully failed to ask him for information or to send him an exporters' questionnaire.
