2. The maximum level of the aid shall be converted, in the case of the Member States participating in the euro, into national currency units using the conversion rates irrevocably fixed by the Council in accordance with the first sentence of Article 109l(4) of the Treaty and, in the case of Member States not participating in the euro, into the national currency using the exchange rate at 1 January 1999.
1. Council Regulation (EC) No 974/98 of 3 May 1998 on the introduction of the euro (5) provides that from 1 January 1999 the currency of the Member States participating in economic and monetary union shall be the euro.
