any evidence of qualifications:-attesting to education and training not forming part of a set constituting a diploma within the meaning of Directive 89/48/EEC or a diploma or certificate within the meaning of this Directive,or-awarded following an assessment of the personal qualities,aptitudes or knowledge which it is considered essential that the applicant have for the pursuit of a profession by an authority designated in accordance with the laws,regulations or administrative provisions of a Member State,without proof of prior education and training being required, reguleeritud ametikohal töötamiseks vajalike teadmiste, oskuste ja vilumuste kinnitus, välja arvatud §-des 8, 10 või 12 ettenähtud dokumendid, ilma et nõutaks eelneva hariduse tõendamist
