Maksustamine ja maksusoodustused. Väliskapitaliga ettevõte maksustatakse Eesti Vabariigi normatiivaktidega kehtestatud korras, rakendades maksusoodustusi.
Rahvahääletusele ei saa panna eelarve, maksude, riigi rahaliste kohustuste, välislepingute ratifitseerimise ja denonsseerimise, erakorralise seisukorra kehtestamise ja lõpetamise ning riigikaitse küsimusi.
