The accounts referred to in paragraph 2 shall be replenished to meet actual cash requirements. Transfers shall be made in ecus or, exceptionally, in the currency of a Member State, and converted into the curreny of the recipient State as payments fall due, at the exchange rate ruling on the day of payment.
