regular crossing of an external land border by border residents in order to stay in a border area, for example for social, cultural or substantiated economic reasons, or for family reasons, for a period not exceeding three months
External borders may in principle be crossed only at border crossing points during the fixed opening hours. More detailed provisions, and exceptions and arrangements for minor border traffic, as well as the rules applicable to special categories of maritime traffic such as yachting and coastal fishing, shall be adopted by the Executive Committee.
