In cases where a third country seeks to impose cargo sharing arrangements on Member States in liquid or dry bulk trades, the Council shall take the appropriate action in accordance with Regulation (EEC) N 4058/86 concerning coordinated
action to safeguard free access to cargoes in ocean trades (1).
