Kooli või klassi õppekeeleks loetakse keel, milles toimuv õpe moodustab vähemalt 60 protsenti riiklikes õppekavades määratud väikseimast lubatud õppe koormusest. Kui õpe ei toimu üheski keeles 60 protsendi ulatuses, loetakse õpe kakskeelseks. Kakskeelse õppe puhul käsitatakse õppekeeltena kahte keelt, milles toimub enamus õppest.
Kutsekeskhariduse õppekava õppekeel on eesti keel. Muu õppekava õppekeele otsustab kooli pidaja.
