The proposal also deals with areas not dealt with specifically in the Convention, such as notification of processing to the supervisory authorities, the transfer of data to third countries, and it covers not only automatic processing but also manual processing where the data are included in or will be included in a structured file. It has been accepted that the protection of data subjects should not depend on the technology used (computerized or manual) for data processing.
