  • Under the Treaty of Rome, four main institutions have been established to give effect to the provisions of the Treaty: the European Commission (which initiates policies and implements those already decided upon), the Council of Ministers (which decides, or legislates, on the basis of proposals brought forward by the Commission), the European Parliament (which has a largely advisory role) and the European Court of Justice (which interprets the Community's decisions and the provisions of the Treaty in the event of dispute)
