Where an information sign would normally be installed and is impractical to install, as determined by the appropriate authority, an information marking shall be displayed on the surface of the pavement.
An information marking shall consist of:
a) an inscription in yellow upon a black background, when it replaces or supplements a location sign; and
b) an inscription in black upon a yellow background, when it replaces or supplements a direction or destination sign.
