  • Discontinuing the agricultural conversion rates, which differ from official exchange rates so as to buffer the effects of currency fluctuations on the agricultural sector, and replacing them by the generalised use of the market conversion rate, i.e. the irrevocably fixed rate in the case of the participating Member States, will constitute a major simplification of the CAP. It will no longer be necessary to pass Community legislation setting green rates. In addition, the outgoing regulations allow a maximum deviation from the green rate of -2% for a devaluing currency and of +5% for a re-valuing one. This asymmetry of the neutral margin ("franchise") will disappear along with the green rate.
