  • that part of assistance the implementation and management of which may be entrusted to one or more approved intermediaries in accordance with Article 27(1), including local authorities, regional development bodies or non-governmental organisations, used preferably to assist local development initiatives. The decision to employ a global grant shall be taken in agreement with the Commission by the Member State or, in agreement with the Member State, by the managing authority. In the case of Community initiative programmes and innovative measures, the Commission may decide to employ a global grant for all or part of the assistance. In the case of Community initiatives, this decision may only be taken with the prior agreement of the Member States concerned.

Usage examples
  • Applications for Fund assistance shall be presented mainly in the form of: (a) operational programmes; (b) global grant schemes; (c) technical assistance and pilot and demonstration projects within the meaning of Article 5 (2) of Regulation (EEC) No 2052/88.
  • Decisions on the Community co-financing of projects and programmes (multiannual programmes, consortium operations, block grants) exceeding ECU 2 million shall be adopted under the procedure laid down in Article 9.
