However, with regard to the lists of professions annexed to the so-called transitional directives, it is questionable whether some of the national rules that necessitated those Community measures are still justified on socio-economic grounds - for example, in the case of professions that would be regulated in only a minority of Member States and if, in those circumstances, the free interplay of market forces would not be sufficient to ensure the provision of quality services to the consumer while promoting competitiveness and the creation of jobs.
