The Commission shall prepare a general introduction to the preliminary draft budget. This introduction shall contain in particular: (a) financial tables covering the entire budget; and (b) as regards the Commission section: - a definition of the policies justifying the requests for appropriations, - an explanation of the changes in appropriations from one financial year to the next, - a detailed statement on borrowing and lending policy.
