1. The scheme is scheduled to run for 15 years from 1 January 1987. ... The financial reference amount for the implementation of the scheme shall be ECU 40 million for the period 1997 to 2001. The annual appropriations shall be authorized by the budgetary authority within the limits of the financial perspective.
2. The financial reference for the implementation of Edicom shall be ECU 30 million for the period 1997, 1998 and 1999. An indicative breakdown of these funds is shown in the Annex.
