This Annex describes those aspects of the Community's export licensing system which are relevant to the payment of export refunds for exports of milk products, beefmeat and cereals in the context of the common agricultural policy (CAP). The following description is aimed at providing the reader with some background information about the legal framework applied. There are numerous special rules, which apply for small consignments, for which no export licences are required, or for special trades - such as ship and aircraft supply or further processing in the food industry or supplies to armed forces stationed in the territory of a Member State but not coming under its flag. These particularities are not described in this outline.
