Each country has the sovereign right to decide whether and how to participate in satellite personal-communications systems and to determine the terms and conditions of access to such systems from its territory, known as uplinks, and satellite personal-communications services operators are required to operate at the point of delivery under the legal, financial and regulatory requirements of the Member State within the territory of which those services are authorized.
