  • Mõnikord lõpetatakse toimikud ametlikku otsust tegemata, kui näiteks leitakse, et kokkulepete kohta kehtib juba grupierand, või kui konkreetsel ajal ja konkreetses olukorras ei ole vaja komisjoni sekkumist.   • Sometimes files are closed without any formal decision being taken, for example, because it is found that the arrangements are already covered by a block exemption, or because they do not call for any action by the Commission, at least in circumstances at that time. In such cases comfort letters are sent. Although not a Commission decision, a comfort letter indicates how the Commission's Directorate-General for Competition (DG IV) views the case on the facts currently in their possession which means that the Commission could where necessary, for example, if it were to be asserted that a contract was void under Article 85(2) of the EC Treaty and/or Article 53(2) of the EEA Agreement, take an appropriate decision to clarify the legal situation.
