It is desirable to lay down provisions concerning the minimum ages for drivers engaged in the carriage of goods or of passengers - bearing in mind here certain vocational training requirements - and concerning also the minimum age for drivers' mates and conductors. For the purposes of vocational training, Member States must be able to reduce the approved minimum age for drivers mates to 16 years.
