Määruse eelnõu peab olema kooskõlas Eesti Vabariigi põhiseadusega, teiste seadustega, Euroopa Liidu õigusega, rahvusvahelise õiguse üldtunnustatud põhimõtete ja normidega ning Eesti Vabariigi välislepingutega. Ministri määruse eelnõu peab olema kooskõlas ka Vabariigi Valitsuse määrustega.
