Developments in diplomatic practice since 1815 rendered necessary a new and more extensive codification of the laws and usages as to diplomatic envoys, which was achieved in the Vienna Convention on Diplomatic Relations concluded on April 18, 1961. Customary international law will, however, continue to govern questions not expressly regulated by the Convention.
