Under the ECSC Treaty, Art. 14, a measure adopted by the European Commission which is binding in its entirety, i.e. which is generally binding on all persons. Under the EEC Treaty, Art.189, or the Euratom Treaty, Art.161, a measure adopted by the European Council or the European Commission which is binding in its entirety but only upon those to whom it is addressed.
In order to carry out their task and in accordance with the provisions of the Treaty, the European Parliament acting jointly with the Council, the Council and the Commission shall make regulations and issue directives, take decision, make recommendations or deliver opinions.
