Certified means an emission reduction credit has been evaluated by the air pollution control officer of the affected district pursuant to the requirements of this regulation and found to comply with all applicable district, state, and federal requirements prior to use of the credit. Registered means the act of recording all certified emission reduction credit deposits, withdrawals, transfers and transaction.
