The award procedures can be open, restricted, or negotiated. "Open procedures" are those national procedures whereby all interested suppliers may submit tenders; "restricted procedures" are those national procedures whereby only those suppliers invited by the contracting authorities may submit tenders; "negotiated procedures" are those national procedures whereby contracting authorities consult suppliers of their choice and negotiate the terms of the contract with one or more of them.
