The customs authorities of each Member State may issue an authorization waiving presentation at the office of destination where goods transported under a Community transit procedure are intended for a person who fulfils the conditions laid down in Article 407 (hereinafter referred to as 'the authorized consignee') previously authorized by the customs authorities of the Member State to which the office of destination belongs.
